In addition to looking over the ideas page, you should read the other steps to getting started at the top of this page. In particular, finding a smaller issue in our issue tracker to work on and solve is a great way to begin to learn how Plone works (and to show off your skills )
In general, the more you work on your proposal by discussing it with the rest of the community, the more successful your proposal will be. For examples of such discussions, you may also wish to take a look at some of the more extended conversations happening now in this forum around GSoC ideas.
In particular, the PWA discussion has spawned a number of additional ideas and approaches. Feel free to jump in and contribute your own ideas!
