The release team, and quite a few others I guess, use to sparkle their commit messages with some [ci-skip] somewhere in their commit message in the hopes that CI (jenkins, travis...) will honor that text and skip the build.
I can not speak for other CI systems, but up until now, jenkins.plone.org was NOT honoring that text 
Fortunately it is fixed, hopefully it works as expected. 
This way, whenever the release team is busy releasing all your highly appreciated contributions, we will not be stopping your next highly appreciated contributions from being tested in jenkins
