The ticket cost has not been the greatest barrier to participate. There's also travel, lodging, meals, and other minor expenses. I don't know if PloneConf has a scholarship option or student ticket price.
Getting a travel visa has been a challenge, depending on the host and attendee's country. Some countries have bureaucratic barriers, both within their own country and between them. India's process is especially bad, as many GSoC participants can verify. Finland is more open, which I attribute to their death metal bands per capita statistic.

It would be great if ploneConf could provide scholarships for students.
PPP in India is different which makes it difficult to manage expenses in a Foreign country
