In Volto 15.x, none of the folder views (SummaryView, TabularView, AlbumView and ListingView) add a pagination.

Workaround: don't use Folders (I think there's talk of disabling them in Volto), use a Page as a container with a Listing block. You may not have the appropriate Listing block template (album, Tabular, etc), but you could contribute them to Volto, based on the existing code.
