For new projects this would indeed be nice. The full spec is in a google spread sheet here.
It is some work to set them, so I do not have time for this this year.
If you volunteer to edit the labels there, I can give you permissions on the collective organization.
Setting those labels on the organisation level of Github has no effect on existing repositories, just on new ones.
