for the following command i have error
sudo apt install python2.7 python2.7-dev python-setuptools python-dev build-essential libssl-dev libxml2-dev libxslt1-dev libbz2-dev libjpeg62-dev

STOP creating a new thread for each little tiny installation issue. You opened already a thread. Any again: READ and UNDERSTAND the output of your error messages. Otherweise you should not touch the Plone installation if you are ignorant about speaking and clear error messages.

But what can I do for this problem?

Retry the "buildout" run. If it has been a temporary problem, the trial may work. If it does not - and following the previous message you observe that files.pythonhosted.org is alive, then you have some local problem (maybe, a local firewall blocks access to this site) and must locally see how you can fix it.
