It is not part of Plone. It’s something we added in the server stack.

IS this or another (add-on) 'something free' that can (easily) be added to 'simple sites', typically existing sites that have had just 'Google Analytics'?

This was true in the Plone 5 version of plone.org , when I added a Cloudflare "app" to display a generic and unsophisticated cookie warning banner.
