may I ask who can add tags to this site? the current set is really poor and useless.
afaik, tags are created by 'the wisdom of the crowd'. Meaning users can pick a current tag or create a new one when they create a new post.

Ah. Found it. You're at 'trust level' 2, you'd need level 3. You sort of get auto-upgraded based on the number of posts. But I think it's safe to lower the 'required level to create tags' to 2; level 2 is easy to attain yet not available for new spam accounts
set it at level 2 now, which means you (and most regular users) should be able to create tags
