Is PloneHelpCenter discontinued?

I just saw the Plone Help Center page on Pypi, and I saw there that the newest version is 4.0, dated 2013-09-21.

Is this product still being developed?

Product code was moved to GitHub some time ago and I see commits from this year, so probably some folks are still using it:

The Commits are only maintenance-commits. I don't think anyone will try to migrate PHC to Dexterity and Plone 5. It would strongly argue against using it in new projects.

What would be the recommended alternative? Creating the types in Dexterity + customized views?
