GSOC 2016 New Theme Pack

Hello everyone.
I am a sophomore at the Indian Institute of Technology,Kharagpur. I have comfortable with HTML,Javascript,jquery,CSS, and python and the basics of django. I am interested in pursuing the project of a New Theme Pack. It would be very much helpful to me if someone could guide me as to what the Plone team expects in the proposal for the project.

[GSoC 2016] Project, ready to work, but where to start?

For this project you'll need good Python skills as well as experience with Python 3. A proper understanding of unicode and text encoding would be invaluable. Knowledge of parsers and ASTs are a definite plus.
