Plip is not ready, needs a proposal of implementation. But the overall idea is great from a UX point of view.

Plip is in our opinion ok. Goes into voting process.
Automatically transition expired items to a new "expired" state
Formal not a PLIP, needs usage of PLIP form. It is a good feature, it is already provided as an add-on, nevertheless it might have big impacts, if it had to be moved into core, it needs to be described and analysed more precisely.
